Pavel Durov, founder of Telegram, sounded the alarm on the erosion of digital freedom at the Blockchain Life 2025 summit in Dubai. Governments and corporations, he argued, are increasingly encroaching on user privacy—even in jurisdictions traditionally seen as bastions of free speech. The solution? A decentralized AI network called Cocoon, built on blockchain, designed to keep user data sovereign while delivering AI-powered services.
Cocoon integrates with Telegram's existing ecosystem, enabling features like document summarization and message drafting without funneling data to centralized servers. "AI tools should belong to the people, not institutions," Durov declared, framing the project as both a technological and ideological countermeasure to surveillance capitalism.
